Intervento di Ubaldo Buttafava a nome tenutosi all’Università di Mosca
Compagne e compagni,
il tempo della Storia cammina inesorabile, cancellando dalla memoria o segnando
con il marchio dell’infamia tutto ciò che ha impedito il progresso
dell’umanità.
Nel contempo si innalzano sempre più, all’orizzonte, come giganti della Storia,
eventi e persone che i tempi bui della Reazione avevano offuscato con la
menzogna.
E più il tempo da la misura delle cose e più l’opera e il pensiero di Josif
Stalin si stagliano a fianco dell’epopea di Spartaco e della “Commune” di
Parigi, di pensatori e rivoluzionari come Robespierre, Marx e Lenin.
Le tempeste rivoluzionarie che si preannunciano in tutta la loro radicale
profondità, riportano all’attualità la pratica e l’insegnamento di Stalin.
Tutta la sua opera, senza eccezione alcuna, costituisce uno scrigno
inesauribile da cui tutti i comunisti, i rivoluzionari e i patrioti debbono
attingere.
Non c’è campo delle scienze sociali dove Stalin non abbia dato il suo
contributo teorico creativo; dove non abbia applicato con rigorosità scientifica
e grandiosi successi, il marxismo-leninismo.
Lo studio delle sue opere ci conferma che egli è un classico della teoria
marxista, colui che primo nella Storia ha dovuto affrontare e percorrere per
decenni le inesplorate vie che portano al Socialismo e al Comunismo.
Il compito lasciatogli da Lenin era talmente immane che solo un uomo di
eccezionali capacità e volontà avrebbe potuto realizzare.
E Stalin ha vinto, è stato la bandiera dei proletari di tutto il mondo, e ad
essi ha dato la certezza che un nuovo mondo si può edificare, egli è stato il
terrore dei capitalisti e degli opportunisti.
Per i borghesi e i “rivoluzionari” piccolo borghesi, gli attacchi a Stalin, le
calunnie, sono attuali, perchè attuale è per loro la lotta al Socialismo e al
Comunismo.
Nella filosofia, nell’economia, nella politica, nella cultura, nella
linguistica, nella scienza militare e in quella diplomatica; nelle questioni di
strategia e di tattica, di organizzazione del Partito, dello Stato, dei
Sindacati, Stalin è stato il timoniere del Movimento Comunista.
Josif Vissarionovic è stato il costruttore e il capo indiscusso
dell’Internazionale Comunista.
Grazie alla sua direzione il Movimento è diventato una potenza mondiale,
presente in ogni angolo della Terra, temprato ideologicamente, monolitico nella
sua volontà, ispirato dai più alti ideali.
Nel nome di Stalin milioni di uomini hanno affrontato ogni genere di sacrifici,
donando la vita; Stalin esprimeva ciò che di più grande e nobile è in noi
comunisti.
Con Stalin alla testa del Partito Comunista (bolscevico) dell’URSS il
socialismo ha sconfitto l’imperialismo nazi-fascista nella Grande Guerra
Patriottica creando le condizioni per la formazione del grande Campo Socialista
e per il crollo del vecchio colonialismo in tutto il mondo. Questa la verità
della pratica, la verità della Storia.
Compagne e compagni,
Dunque, tutta l’opera di Josif Stalin è attuale, ma in questo momento storico
di disfatta generale del moderno opportunismo revisionista
titoista-kruscioviano, quali aspetti del pensiero staliniano forse non sono
stati approfonditi compiutamente? Quali ci possono aiutare di più a comprendere
le cause della momentanea sconfitta del Movimento Comunista?
Noi, marxisti-leninisti italiani, ne proponiamo alcuni, all’attenzione di
questo Seminario, ben sapendo che nessuno più di voi, compagni sovietici,
conosce la vostra Storia e l’opera di Stalin.
Com’è noto, la lotta contro il revisionismo permea tutta la vita del nostro
Movimento fin dal tempo di Carlo Marx, ma è dopo la morte di Stalin, con
l’avvento del krusciovismo che inizia nel Movimento Comunista, con la
Conferenza di Mosca del 1960 e lo storico discorso del compagno Enver Hoxha,
Segretario del Partito del Lavoro d’Albania, la lotta contro il revisionismo
moderno al potere e che aveva preannunciato il suo apparire con la cricca
yugoslava di Tito.
Da quella Conferenza sono trascorsi oltre 30 anni, e in tutto questo periodo il
risorto Movimento Marxista-Leninista Internazionale ha difeso e sviluppato la
pratica e la teoria rivoluzionarie, ed oggi conduce importanti battaglie di
classe in tutto il mondo. Sono stati anni di lotte dure e complesse, per la
vita o la morte; lotte che hanno impedito la vittoria completa del
revisionismo, e durante le quali la teoria marxista-leninista si è sviluppata
proprio nei confronti delle forme nuove che il revisionismo ha assunto nei
Paesi prima socialisti.
La conclusione, che noi comunisti italiani, traiamo dall’esperienza storica è
che Stalin aveva posto all’attenzione del Partito tutte le questioni legate al
pericolo della restaurazione del capitalismo nell’URSS.
In particolare vanno indicati a nostro parere questi problemi: 1) che per un
Paese che costruisce il Socialismo la contraddizione con l’imperialismo non è
una semplice condizione esterna, secondaria, ma l’altro aspetto,
interdipendente, della contraddizione tra proletariato e borghesia, da cui
dipende la vittoria definitiva.
Una contraddizione che si riflette all’interno della società socialista,
esprimendosi nella sua forma più alta, con la lotta politica, nelle fila stesse
del Partito al potere.
2) la lotta di classe continua nel Socialismo anche se le classi sfruttatrici
non esistono più sul terreno economico.
Stalin ha indicato che la lotta ideologica non è solo una lotta culturale, una
lotta contro la psicologia borghese, ma una lotta di classe, politica, una
lotta concreta, acuta, conformemente al principio marxista che il pensiero è
una forma della materia. Per questo il Movimento Marxista-Leninista
Internazionale afferma che il revisionismo al potere è la borghesia al potere.
3) Stalin ci ha indicato come la rivoluzione proletaria socializzando i mezzi
di produzione, crei le forme del Socialismo, ma come queste forme possano avere
anche un contenuto non socialista.
E questo conformemente con la tesi marxista che la proprietà è una categoria de
facto e non de jure, che la proprietà si realizza nel dominio reale, nel
consumo; per cui ci si deve chiedere chi trae profitto da questa proprietà.
Stalin spiegò al Partito il fatto che la creazione dei Sovkos e dei Kolkos
poteva risultare una costruzione sulla sabbia se non si poneva al centro della
lotta per il Comunismo, la lotta di classe interna e internazionale fra loro
interdipendenti.
Stalin, fino all’ultimo giorno della sua vita, mise in guardia il Partito dal
pericolo della controrivoluzione, come quando in polemica con l’economista
Iaroscenko scrisse nel 1952: “….lo sviluppo dei rapporti di produzione ritarda
e ritarderà rispetto allo sviluppo delle forze produttive. Con una giusta politica
degli organismi dirigenti queste contraddizioni non possono trasformarsi in
contrasto ……Ma non sarebbe così se facessimo una politica sbagliata, …. In tal
caso il conflitto sarebbe inevitabile, e i nostri rapporti di produzione
potrebbero trasformarsi in un freno molto serio dell’ulteriore sviluppo delle
forze produttive”.
Noi comunisti italiani pensiamo pertanto che lo stalinismo è la punta più
avanzata del marxismo-leninismo, la base sulla quale analizzare, comprendere e
superare il moderno revisionismo. Che il leninismo, lo stalinismo, cioè il
bolscevismo, sono stati una corrente (certo alla Direzione del Partito), ma non
la sola tendenza nel PCUS.
A questo proposito ci sembra che si possa affermare che già negli ultimi tempi
della vita di Stalin, le tendenze di destra presenti nel Partito in modo palese
riuscissero ad influenzare gli uomini attorno a Stalin.
Non si può spiegare altrimenti come le tesi sopra esposte di Stalin non abbiano
avuto il risalto dovuto – e siano anzi state sfumate- nella pubblicistica del
Partito.
Un solo esempio: in campo internazionale il Rapporto e i discorsi di chiusura
-di Stalin- al plenum del Comitato Centrale del P.C. (b) dell’URSS, del 3-5
Marzo 1937, sono sconosciuti; si tratta di scritti, come voi compagne e compagni
sovietici ben sapete, fondamentali, che andavano a buon diritto inseriti nella
raccolta “Questioni del leninismo”.
Compagne e compagni,
certamente nei vostri interventi si affronteranno in modo specifico altri temi
all’ordine del giorno, in particolare le questioni connesse alla società
socialista di transizione, quali: i limiti storici inevitabili ma superabili,
oggettivi e soggettivi di ogni rivoluzione, il burocratismo che colpisce l’
apparato, il ruolo del mercato, la divisione fra lavoro manuale e
intellettuale, della dittatura del proletariato nella marcia verso il
Comunismo, la rivoluzione culturale.
Naturalmente noi comunisti respingiamo le “teorie” ultrasinistre e borghesi
secondo le quali il socialismo in un solo Paese è impossibile; che si possa
costruire il Comunismo senza la direzione del Partito Comunista; che l’URSS non
era un Paese socialista, e altre sciocchezze del genere.
Noi condanniamo le tesi del XX° Congresso del PCUS sullo “Stato di tutto il
popolo” e il “Partito di tutto il popolo”, le tesi sul “passaggio pacifico al
socialismo”, la “competizione pacifica” e la “coesistenza pacifica”
(kruscioviana) tesi che furono fatte passare coperte dal clamore della
cosiddetta “Critica al culto della personalità di Stalin” e con la demagogia di
una maggiore democrazia e della Direzione collegiale.
La democrazia proletaria si esprime con la dittatura proletaria, con il Partito
marxista-leninista, con la direzione di eminenti personalità come Lenin e
Stalin, essa è inoltre lo stadio inferiore di una forma politica superiore: il
Comunismo.
Compagne e compagni,
l’avvento del revisionismo in URSS è stata una grande tragedia nazionale e
internazionale, che ora ha avuto la sua fine naturale. La cricca di Krusciov,
Breznev e Gorbaciov, piegatasi di fronte all’imperialismo ha mostrato il suo
vero volto, quello di personale politico della nuova borghesia che si è andata
formando in questi decenni.
Il crollo dell’URSS rappresenta da un lato la sconfitta di questa borghesia di
fronte all’imperialismo internazionale, e nel contempo, un momento della crisi
generale mondiale del capitalismo.
Spetta comunque prima di tutti a voi, comunisti sovietici, analizzare il
processo di restaurazione del capitalismo avvenuto in URSS.
Capire come e perchè, dopo la morte di Stalin, i suoi compagni d’arme non
colsero tutta la pericolosità del nascente krusciovismo; perchè degenerarono i
rapporti nel campo della distribuzione favorendo il formarsi del ceto dei
burocrati e dei tecnocrati, che divenne il sostegno sociale dei kruscioviani;
perchè si giunse alla totale trasformazione dei rapporti di proprietà, di
distribuzione, degli scambi e di gestione. Noi marxisti-leninisti sappiamo che
la trasformazione controrivoluzionaria della sovrastruttura porta
all’alterazione della base economica, che la proprietà statale, il suo
contenuto, si modificano in rapporto con l’ordinamento socio-economico, con il
carattere di classe dello Stato.
Si dovrà analizzare come la proprietà statale socialista in URSS si trasformò
in una forma di proprietà privata capitalistica con un alto grado di
concentrazione della produzione e dei capitali. Come si affermarono liberamente
le leggi dell’economia capitalistica, come il profitto e il valore, e le
categorie che ne conseguono; e così dicasi per la produzione mercantile, la
trasformazione dei mezzi di produzione in merce.
Ci si dovrà chiedere come è potuto accadere pacificamente che anche la forza
lavoro si sia trasformata in merce (quando si affermava che la società
sovietica era socialista); e noi sappiamo -come ci insegna Lenin- che quando i
produttori vengono espropriati dei mezzi di produzione, l’ economia è borghese.
I burocrati e i tecnocrati (la nuova borghesia) avevano il diritto di
licenziare, di stabilire l’ammontare delle retribuzioni degli operai, di
determinare i profitti da trattenere per sè stessi, di svolgere il libero gioco
dei prezzi e i rapporti con le altre aziende monopolistiche.
La teoria marxista-leninista ci insegna che “il capitale non è nulla senza il
lavoro salariato, senza il valore, senza il denaro, senza i prezzi”, ecc. Marx
analizzando l’essenza dei rapporti capitalistici di produzione, rilevava che
tali rapporti hanno due aspetti specifici: in primo luogo lo sviluppo dei
rapporti merce-denaro al più alto livello, e il fatto che scopo fondamentale e
diretto dello produzione è il plusvalore. Ora, questi due requisiti essenziali
dell’economia capitalistica erano alla base del modo di produzione
kruscioviano-brezneviano? Quali conseguenze hanno provocato le varie riforme
economiche succedutesi in questi decenni? : la illimitata libertà d’azione
delle aziende economiche nel campo della produzione, nella distribuzione,
nell’accumulazione, negli investimenti di capitali fissi, nell’impiego dei
fondi di base. Le competenze concesse ai dirigenti dei consorzi economici, dei
complessi industriali-agricoli e delle aziende nell’impiego e nella gestione
dei mezzi di produzione, nel campo dei rapporti degli scambi e della
distribuzione dei prodotti, vendendoli al fine di accumulare lauti proventi e
profitti.
Si può considerare socialista un’economia che pone a suo fondamento il massimo
profitto? Profitto che poi viene suddiviso in misura della posizione nella
scala della piramide sociale.
Tutte le decisioni relative agli investimenti, alla gestione della produzione,
dell’occupazione, ecc. venivano prese partendo unicamente dal principio di
garantirsi il massimo profitto.
I principali rapporti di ogni azienda con lo Stato, con il Bilancio, con le
Banche, ecc. si realizzavano partendo dall’indice di profitto.
Appare logico quindi che la nuova borghesia ad ogni livello si sforzasse di
accrescere il massimo profitto con ogni mezzo, aumentando soprattutto il grado
di sfruttamento della classe operaia. A questo serviva il ripristino delle
categorie capitalistiche della produzione mercantile, come i premi di
produzione, la norma media di profitto, l’interesse sul capitale, ecc.
Per questi e altri motivi imperava la legge della concorrenza e dell’anarchia
nella produzione.
L’analisi dei dati concreti dell’economia sovietica degli anni ’70 e ’80, alla
luce della stessa stampa ufficiale dell’URSS, sulla norma del profitto e la
norma del plusvalore è eloquente.
La norma del profitto nel 1971 aveva raggiunto il 27,3%, nel 1976 il 36%.
Nel periodo 1971-1975 fu realizzato un profitto di 500 miliardi di rubli,
superiore di 1,5 volte a quello del periodo 1966-1970.
Il “Planovoje hozjistvo” n° 7, 1976, p. 124 riportava che il capitale monetario
privato era di circa 90 miliardi di rubli e dava in interessi un beneficio di
3-4 miliardi di rubli all’anno.
Nel contempo, nel 1975, il tasso di sfruttamento della classe operaia sovietica
era del 25% superiore a quello del 1960.
Mentre in questi decenni, la disoccupazione, la sotto-occupazione e
l’espulsione delle donne dalla produzione, cresceva in modo esponenziale, in
numero di milioni.
Il processo di restaurazione dei rapporti capitalistici di distribuzione fu
caratterizzato -ci sembra- da due momenti principali: la classe operaia,
privata di fatto dei mezzi di produzione dai managers, durante la distribuzione
dei profitti incominciò a ricevere solo il valore della sua forza lavoro sotto
forma di salario capitalistico, mentre la restante parte del valore veniva
incamerata dalla borghesia revisionista sotto forma di plusvalore.
Il plusvalore appropriato dalla borghesia sovietica assumeva varie forme.
Questa borghesia, in quanto padrona collettiva dei mezzi di produzione,
trasformava gran parte di questo plusvalore in capitale, in forma rispondente
al capitalismo monopolistico statale.
Di questa parte, come pure dei mezzi di produzione, essa ne disponeva e se ne
appropriava come classe.
Un’altra parte del plusvalore veniva da essa distribuita individualmente fra i
membri della propria classe sotto forma di lauti stipendi e di numerose
gratifiche per i burocrati e i managers. Basti riflettere a questo proposito
sul fatto che gli stipendi e le gratifiche dei managers, delle élite del
Partito, dello Stato, dell’esercito, del KGB, degli scienziati, erano da 15 a
20 volte superiori ai salari dei semplici operai.
E questa analisi, quì solo accennata, dovrà essere -come già detto prima- da
voi approfondita e ampliata enormemente, compagne e compagni sovietici.
Che dire poi dello sviluppo che in questi decenni ha avuto l’economia colcosiana,
sia come superficie lavorata (7,5 milioni di ettari negli anni ’70), che come
volume di produzione, negli ortaggi, nella carne, nel latte, nelle uova, nella
lana, ecc.
Mentre il consumo medio del cittadino sovietico è stato mediamente inferiore
alle norme indispensabili, fino a giungere oggi al livello della sopravvivenza.
Dunque, la totale degenerazione dei rapporti socialisti di gestione in rapporti
capitalistici era dovuta alla rinuncia alla direzione centralizzata e
pianificata dell’economia, alla concessione della completa autonomia delle
aziende economiche attraverso l’applicazione del cosiddetto principio della
gestione equilibrata. Il sistema di retribuzione aveva per principio
fondamentale la definizione delle retribuzioni stesse secondo i benefici
realizzati.
Il profitto costituiva tanto la base di computo del fondo delle retribuzioni,
quanto la principale fonte del suo finanziamento.
Un altro indice di valutazione del lavoro nelle aziende era il volume delle
vendite.
Quest’ultimo era definito dalla congiuntura del mercato. Cosicchè di fatto era
appunto la spontaneità del mercato che regolava la produzione. Nel contempo la
ripartizione degli investimenti si effettuava secondo il cosiddetto
coefficiente normativo degli investimenti capitali, che in realtà rappresentava
il tasso medio di profitto.
Attraverso la decentralizzazione dei prezzi, prezzi stabiliti dalle stesse
aziende, agiva in varie forme il libero gioco dei prezzi. In tutta l’URSS era
stata instaurata la categoria capitalistica dell’interesse sul capitale.
Nelle aziende i prezzi all’ingrosso venivano fissati in modo da assicurare
loro, in piena autonomia, anzitutto il profitto.
Come base per tale operazione era stato adottato lo schema capitalistico di
determinazione dei prezzi di produzione. Perciò il prezzo delle merci si
calcolava nel seguente modo: le spese correnti (il costo) venivano sommate alla
redditività media (calcolata sui fondi produttivi e non sul costo), cioè
secondo la formula del costo medio della produzione capitalistica, che
garantisce uguali profitti per uguali capitali.
Concepita sulla base del principio della concorrenza, una simile struttura dei
prezzi acuiva la lotta concorrenziale. Certamente vi erano -com’è noto- prezzi
centralizzati, ma anch’essi venivano stabiliti sulla base della domanda e
dell’offerta, in base alle leggi del mercato capitalistico.
Così, come ebbe a dire il compagno Enver Hoxha: “I revisionisti moderni hanno
distrutto definitivamente il sistema socialista nei loro paesi, trasformandolo
in un sistema capitalista”.
Compagne e compagni,
il cambiamento della natura sociale dell’URSS non poteva non riflettersi sulla
sua politica estera.
La cricca kruscioviana esportò il suo modello in diversi paesi di democrazia
popolare, stabilì patti ufficiali e segreti con l’imperialismo USA, si legò
mani e piedi con l’economia straniera, pose al collo dei popoli sovietici il
cappio dei debiti -per miliardi di rubli- dell’oligarchia finanziaria mondiale,
esportò il suo dominio di grande potenza senza favorire un autentico sviluppo
del socialismo, tentò di imporre il revisionismo ai comunisti di tutto il
mondo, diventò uno dei massimi esportatori di armi, favorì l’opportunismo e
sabotò la rivoluzione. Trasformò l’URSS in una prigione dei popoli e delle
nazionalità, il grande Paese del Socialismo, la speranza dei popoli del mondo,
in una potenza socialimperialista. Infatti, la politica kruscioviana non ha
favorito la rivoluzione ma la restaurazione, non il progresso ma la distruzione
delle vostre e nostre storiche vittorie.
Compagne e compagni,
noi crediamo che la rinascita del Movimento Comunista Internazionale possa
avvenire partendo dalla immensa esperienza della grande Rivoluzione d’Ottobre,
dall’enorme patrimonio pratico e teorico lasciatoci da Josif Stalin, che è la
base sicura nella lotta per la rivoluzione, contro l’imperialismo, per la
soluzione di tutte le questioni di strategia e di tattica, per l’edificazione
di una nuova Internazionale Comunista, per la costruzione futura delle nuove
società socialiste.
Il pensiero di Stalin è oggi l’arma più potente contro le forme moderne più
sofisticate del revisionismo.
La figura e l’opera di Stalin deve essere lo spartiacque più reciso, il
bastione, fra noi e tutti i nostri nemici e i falsi comunisti.
Compagne e compagni,
Noi comunisti (marxisti-leninisti) italiani auspichiamo di cuore che i
comunisti e i popoli sovietici si uniscano compatti con il grande fronte
mondiale della rivoluzione.
Auspichiamo che il processo rivoluzionario nella ex URSS riprenda il cammino
sulla via leninista della presa del potere come avvenne nell’Ottobre del 1917,
per l’instaurazione della dittatura del proletariato e la ricostruzione del
Socialismo.
Oggi, il rapporto di forze tra la rivoluzione e la reazione mondiale è completamente
favorevole al proletariato e ai popoli.
L’imperialismo è agonizzante e la rivoluzione è una questione posta in tutti i
paesi del mondo.
Il crollo del revisionismo preannuncia la rivoluzione.
Viva la classe operaia sovietica!
Viva l’internazionalismo proletario!
Viva l’immortale dottrina rivoluzionaria, il marxismo-leninismo!
Gloria eterna al grande Stalin, bandiera vittoriosa dei comunisti di tutto il
mondo!

the proletariat of Italy (‘our struggle’) held at the University of Moscow
Comrades,
the time of walking inexorable History, erasing from memory or marking with the
brand of infamy everything that has prevented the progress of humanity.
At the same time rising more and more on the horizon, as the giants of history,
events and people that the dark days of the reaction had clouded with lies.
And the more time as the measure of things, the more the work and thought of
Joseph Stalin stand alongside the epic Spartacus and the “Commune” of Paris,
thinkers and revolutionaries like Robespierre, Marx and Lenin.
The revolutionary storms that will arise in all their radical depth, report to
current practice and teaching of Stalin. All his work, without exception, is an
inexhaustible treasure from which all communists, revolutionaries and patriots
must draw from.
There is no field of the social sciences where Stalin has given its creative
theoretical contribution, where it has applied scientific rigor and with great
success, Marxism-Leninism.
The study of his works confirms that he is a classic of Marxist theory, the one
who first in history has faced for decades and take the unexplored paths that
lead to socialism and communism.
The task left to him by Lenin was so huge that only a man of exceptional
ability and willingness could achieve.
And Stalin won, it was the flag of the proletarians of the whole world, and
they felt certain that a new world can be built, he was the terror of the
capitalists and opportunists.
For the bourgeoisie and “revolutionary” petty bourgeois attacks on Stalin,
slander, are current, because the current is for them the struggle against
socialism and communism.
In philosophy, economics, politics, culture, linguistics, science, military and
the diplomatic, in matters of strategy and tactics, organization of the Party,
State, Trade Union, Stalin was the helmsman of the Movement Communist.
Josif Vissarionovich was the builder and the undisputed leader of the Communist
International.
Thanks to his leadership, the movement has become a world power in every corner
of the Earth, tempered ideologically monolithic in his will, inspired by the
highest ideals.
In the name of Stalin millions of men faced all kinds of sacrifice, giving his
life, Stalin expressed what more great and noble in us communists.
With Stalin at the head of the Communist Party (Bolshevik) of the socialism of
the USSR defeated Nazi-fascist imperialism in the Great Patriotic War, creating
the conditions for the formation of the great Socialist bloc and the collapse
of the old colonialism worldwide. This is the practice of truth, the truth of
history.
Comrades,
So, all the work of Joseph Stalin is present, but in this historical moment of
defeat General opportunism of modern revisionist Tito-Kruschev, what aspects of
Stalinist thought perhaps were not fully detailed? What more can help us to
understand the causes of the temporary defeat of the Communist Movement?
We, the Italian Marxist-Leninists, we propose some attention of this Seminar,
knowing full well that no more than you, Soviet comrades, know your history and
work of Stalin.
As you know, the fight against revisionism permeates the whole life of our
movement since the time of Karl Marx, but after the death of Stalin, with the
advent of Khrushchevism that begins in the Communist Movement, with the Moscow
Conference of 1960, the historic speech of Comrade Enver Hoxha, Secretary of
the Party of Labor of Albania, the struggle against modern revisionism in power
and who had announced his appearance with the Yugoslav Tito clique.
From that conference have passed more than 30 years, and throughout this time
the resurrected International Marxist-Leninist Movement defended and developed
the revolutionary theory and practice, and today leads major class battles all
over the world. They have been years of fights hard and complex, for life or
death struggles that have prevented the complete victory of revisionism, and
during which the Marxist-Leninist theory has developed its own against new
forms that revisionism has taken in first socialist countries.
The conclusion that we Italian communists, we can draw from history is that
Stalin had brought to the attention of the Party all matters related to the
danger of capitalist restoration in the USSR.
In particular should be indicated in our opinion these problems: 1) that for a
country that builds socialism contradiction with imperialism is not a simple
external condition, secondary, but the other aspect, interdependent, the
contradiction between the proletariat and the bourgeoisie, on which the final
victory.
A contradiction which is reflected in the socialist society, expressing in its
highest form, with the political struggle, in the same row of the Party in
power.
2) the class struggle in socialism continues even if the exploiting classes no
longer exist in the economic field.
Stalin has indicated that the ideological struggle is not only a cultural
struggle, a struggle against bourgeois psychology, but a class struggle,
politics, a concrete struggle, acute, in accordance with the Marxist principle
that thought is a form of matter. For this reason the International
Marxist-Leninist Movement says that revisionism in power is the bourgeoisie to
power.
3) Stalin showed us how the proletarian revolution socializing the means of
production, creates forms of socialism, but how these forms can also have a
non-socialist content.
And this is in accordance with the Marxist thesis that the property is a
category de facto and not de jure, that the property is realized in the real
domain, consumption, for which one has to ask who profits from this property.
Stalin explained to the party that the creation of Sovkos and Kolkos could be a
building on the sand if you do not put in the center of the struggle for
communism, class struggle domestic and international interdependent.
Stalin, until the last day of his life, warned the Party from the danger of
counter-revolution, as when in dispute with the Iaroscenko economist wrote in
1952: “…. the development of relations of production delays and delay compared
to the development of productive forces. With the right policy governing bodies
of these contradictions can not turn in contrast …… But it would not be so if
we make a wrong policy, …. In this case, the conflict would be inevitable, and
our relationship production could become a very serious brake the further
development of the productive forces. ”
We think, therefore, that the Italian Communists Stalinism is the most advanced
of Marxism-Leninism, the basis on which to analyze, understand and overcome the
modern revisionism. That Leninism, Stalinism, that the Bolsheviks were a
current (of course the leadership of the Party), but not the only trend in the
CPSU.
In this regard, it seems to us that we can already say that in recent times of
Stalin’s life, right-wing tendencies in the Party openly were able to influence
the men around Stalin.
You can not explain how else the arguments mentioned above Stalin did not have
the raised – and are indeed been shaded-in publications of the Party.
Just one example: in the international field the report and closing speeches of
Stalin-of-the plenum of the Central Committee of the PC (B) the USSR, 3-5 March
1937, are unknown, it is written, as you well know Soviet comrades,
fundamental, which were rightly included in the collection “Questions of
Leninism.”
Comrades,
certainly in your speeches will face off in a specific way other topics on the
agenda, in particular issues related to the transition to a socialist society,
such as: the historical limitations inevitable but surmountable, subjective and
objective of each revolution, the bureaucracy that affects the ‘ apparatus, the
role of the market, the division between manual and intellectual labor, the
dictatorship of the proletariat in the march towards communism, the cultural
revolution.
Of course we communists reject the “theories” ultra-left and middle-class
according to which socialism in one country is impossible that we can build
communism without the leadership of the Communist Party that the USSR was not a
socialist country, and other nonsense kind.
We condemn the thesis of the XX Congress of the CPSU on the “State of the whole
people” and the “party of the whole people”, the theses on the “peaceful
transition to socialism”, the “peaceful competition” and the “peaceful
coexistence” ( Khrushchevite) thesis that were made to pass covered by the
clamor of so-called “Critique of the cult of personality of Stalin” and the
demagoguery of greater democracy and collegial direction.
Proletarian democracy is expressed by the proletarian dictatorship, the
Marxist-Leninist Party, under the direction of eminent personalities like Lenin
and Stalin, it is additionally the lower stage of a political superior:
Communism.
Comrades,
the advent of revisionism in the USSR was a great tragedy nationally and
internationally, which now had its natural end. The clique of Khrushchev,
Brezhnev and Gorbachev, piegatasi in front of imperialism showed its true face,
that of political personnel in the new middle class that has been forming in
recent decades.
The collapse of the USSR is on the one hand the defeat of this bourgeoisie in
front of international imperialism, and at the same time, a time of general
crisis of world capitalism.
It is, however, before all of you, Soviet Communists, analyze the process of
the restoration of capitalism in the USSR occurred.
Understanding how and why, after the death of Stalin, his comrades-in-arms did
not grasp all the dangers of rising Khrushchevism; degenerated because reports
in the field of distribution favoring the formation of the class of bureaucrats
and technocrats, who became the social support Khrushchevites of them, because
they came to the total transformation of property relations, distribution,
exchange and management. We know that the Marxist-Leninist
counter-revolutionary transformation of the superstructure leads to the
alteration of the economic base, the state-owned, its contents are modified in
relation to the socio-economic order, with the class character of the state.
You will have to analyze how the state-owned socialist USSR was transformed
into a form of capitalist private property with a high degree of concentration
of production and capital. As asserted themselves freely to the laws of the
capitalist economy, such as profit and value, and the categories that follow,
and so is true for commodity production, the transformation of the means of
production into commodities.
You will have to ask how could this happen peacefully that the workforce has
been transformed into a commodity (when it was stated that Soviet society was a
socialist), and we know-as-Lenin teaches us that when producers are
dispossessed of the means of production , ‘s economy is bourgeois.
The bureaucrats and technocrats (the new bourgeoisie) had the right to dismiss,
to establish the amount of the wages of the workers, to determine the profits
to be retained for themselves, to play the free play of prices and the
relationships with other companies monopolistic.
The Marxist-Leninist theory teaches us that “the capital is nothing without
wage labor, without value, without money, without prices”, etc.. Marx’s
analysis of the essence of capitalist relations of production, indicated that
such relationships have two specific aspects: first, the development of
commodity-money relations at the highest level, and the fact that the
fundamental purpose and directed production is surplus value. Now, these two
essential requirements of the capitalist economy were the basis of the mode of
production Kruschev-Brezhnev? What consequences have resulted in various
economic reforms occurred over the last decades? : The unlimited freedom of
action of economic companies in the field of production, distribution, in the
collection, investment in fixed capital in the use of basic funds. The powers
granted to the managers of consortia economic, agricultural-industrial
complexes and businesses in the use and management of the means of production,
in the field of relations of trade and distribution of products, selling them in
order to earn handsome income and profits.
It can be considered socialist economy that puts at its foundation the maximum
profit? Profit, which is then divided into measurement of the position in the
scale of the social pyramid.
All decisions regarding investment, production management, employment, etc..
were made solely on the principle of securing the most profit.
The main relationships of each company with the state, with the balance, with
the banks, etc.. were realized starting from the index of profit.
It seems logical then that the new middle class at every level he tried to
increase the maximum profit by any means, especially by increasing the degree
of exploitation of the working class. At this served the restoration of
capitalist categories of commodity production, such as production bonuses, the
standard average of profit, interest on capital, etc..
For these and other reasons reigned the law of competition and anarchy in
production.
The analysis of concrete data of the Soviet economy of the 70s and 80s, in the
light of the same official press of the USSR, on the norm of profit and the
norm of the surplus value is eloquent.
The norm of profit in 1971 had reached 27.3% in 1976 to 36%.
In the period 1971-1975 he was made a profit of 500 billion rubles, an increase
of 1.5 times that of the period 1966-1970.
The “Planovoje hozjistvo” No. 7, 1976, p. 124 reported that the private money
capital was about 90 billion rubles in interest and gave a benefit 3-4 billion
rubles per year.
At the same time, in 1975, the rate of exploitation of the Soviet working class
was 25% higher than in 1960.
While in recent decades, unemployment, under-employment and the expulsion of
women from production, grew exponentially in number of millions.
The process of restoration of capitalist relations of distribution was
characterized-it seems to us to be two main parts: the working class, deprived
of the means of production made by managers during the distribution of profits
began to receive only the value of its work force under form of wages
capitalist, while the remaining part of the value was forfeited by the middle
class revisionist form of surplus value.
The appropriate surplus value from the Soviet bourgeoisie took on various
forms. This bourgeoisie, as mistress of the collective means of production,
transformed much of this surplus-value into capital, in the form corresponding
to the state-monopoly capitalism.
Of this part, as well as the means of production, it directed it and
appropriated it as a class.
Another portion of the surplus came from it individually distributed among the
members of his class in the form of lavish salaries and bonuses of many
bureaucrats and managers. Just think about it on the fact that the salaries and
bonuses of the managers, the elite of the Party, the state, the army, the KGB,
scientists, were 15 to 20 times higher than the wages of common workers.
And this analysis, only hinted at here, it should be-as mentioned
before-you-depth and expanded enormously, comrades Soviets.
What about the development in recent decades has had the collective-farm
economy, both as a machined surface (7.5 million hectares in the 70s), which as
production volume, in vegetables, meat, milk, eggs in wool, etc..
While the average consumption of the average Soviet citizen was below the
standards necessary, to arrive today at the level of survival.
Therefore, the total degeneration of socialist relations management in
capitalist relations was due to surrender to the direction centrally planned
economy, the granting of full autonomy of business enterprises through the
application of a principle of balanced management. The system of remuneration
had on the fundamental principle the definition of earnings according to the
benefits realized.
The profit constituted as the basis for calculation of earnings of the fund, as
the main source of its funding.
Another index of evaluation of the work in the companies was the sales volume.
The latter was defined by the market situation. So that in fact it was
precisely the spontaneity of the market that regulated production. At the same
time the distribution of investments is PERFORMED according to the so-called
coefficient of the regulatory capital investment, which in reality was the
average rate of profit.
Through the decentralization of prices, prices set by the companies themselves,
acted in various forms the free play of prices. Throughout the Soviet Union had
been established the capitalist class interest on capital.
In companies wholesale prices were fixed in order to ensure, on a fully
autonomous, first profit.
As a basis for such an operation had been adopted the scheme of capitalist
determination of prices of production. Therefore the price of goods is
calculated as follows: the running costs (the cost) were added to the average
profitability (calculated on production funds, not the cost), that is,
according to the formula of the average cost of capitalist production, which
guarantees equal profits for equal capital.
Design is based on the principle of competition, such a pricing structure
sharpened the competitive struggle. Certainly there were-as you
know-centralized prices, but they too were established on the basis of supply
and demand, according to the laws of the capitalist market.
So, as he said the Comrade Enver Hoxha: “The modern revisionists have finally
destroyed the socialist system in their countries, transforming it into a
capitalist system.”
Comrades,
the change of the social nature of the USSR could not help but reflect on his
foreign policy.
The crack Khrushchevite exported its model in different countries of people’s
democracy, established official and secret pacts with U.S. imperialism, bound
his own hands and feet with the foreign economy, put the neck of the Soviet
peoples the noose of debt-for billions of rubles global financial oligarchy,
exported its domain of great power without favoring a genuine development of
socialism, tried to impose revisionism Communists from all over the world,
became one of the leading exporters of weapons, favored opportunism and sabotaged
the revolution. Turned the USSR into a prison of peoples and nationalities, the
great country of socialism, the hope of the peoples of the world, in a
social-imperialist power. In fact, the policy Khrushchev did not favor the
revolution but restoration, not progress but the destruction of your and our
historic victories.
Comrades,
we believe that the revival of the International Communist Movement can take
place starting from the immense experience of the Great October Revolution, the
enormous practical and theoretical heritage left to us by Joseph Stalin, which
is the secure base in the struggle for revolution against imperialism, for the
solution of all questions of strategy and tactics for the building of a new
Communist International, for the future construction of the new socialist
society.
The thought of Stalin is now the most powerful weapon against the most
sophisticated modern forms of revisionism.
The figure and work of Stalin must be the watershed most emphatically, the
bastion, between us and all our enemies and false communists.
Comrades,
We Communists (Marxist-Leninist) Italian heart hope that the Communists and the
Soviet peoples to join compact with the great world front of revolution.
We hope that the revolutionary process in the former USSR return to the path on
the way Lenin’s seizure of power as it did in October 1917, for the
establishment of the dictatorship of the proletariat and the reconstruction of
Socialism.
Today, the balance of forces between the revolution and the world reaction is
completely in favor of the proletariat and peoples.
